Breach of contract: you hired a contractor to remodel your kitchen, but they never finished remodeling it.
Bad workmanship: the new tile flooring your contractor recently installed is uneven. Now you are stuck with paying for a whole new set of tiles and a second contractor to fix the first contractor’s work.
Property damage: your contractor installed a new kitchen sink, but they damaged your stainless steel refrigerator.
Send a Demand Letter to the Contractor
A demand letter is a letter that outlines a set of requests you want the contractor to perform. For example, if the contractor improperly worked on your home and you want them to fix the defective work or refund you, make this request in the demand letter. A demand letter also serves as notice to the contractor that if they don’t meet your demands you intend to sue them in small claims court.
Some small claims courts require you to ask the party you are suing for payment before suing. For example, in California small claims court, you are required to demand payment before suing someone in small claims court. A demand letter can be used to fulfill this requirement. However, the most important reason to send a demand letter to a contractor is so you can settle your case outside of court without incurring court costs.

File a BBB Complaint Against the Contractor
The Better Business Bureau (“BBB”) accepts complaints from consumers directed towards some contractors. The Better Business Bureau serves as an advocate for consumers by forwarding complaints to the contractor in hopes for a response. Although the BBB cannot force a contractor to comply with requests, many contractors take the BBB seriously as your review will stay on the BBB website and it will affect their reputation.

File a Complaint Against the Contractor With Your State Regulator
If you have a problem with a contractor, you may want to file a complaint with the government agency in your state that regulates contractors.
Each state regulates contractors differently:
Some states have specific government agencies to regulate and license contractors.
Other states don’t, (or they do have a specific agency but they don’t handle contractor complaints) if your state’s regulating agency does not oversee contractor complaints), you may still be able to file a consumer complaint with your state’s attorney general’s office.
In some states, both the contractor-specific agency and the attorney general can accept consumer complaints against contractors. Below is a guide to help you determine how to file a complaint in your state.

In Alabama, the Attorney General and the Alabama Licensing Board for General Contractors accept complaints against contractors.

Although the Alaska Division Of Corporations, Business And Professional Licensing regulates contractor licenses, the Alaska Consumer Protection Unit is responsible for monitoring complaints against contractors.

North Dakota
A complaint against a contractor can only be filed with the North Dakota Secretary of State if it fills at least one of the following requirements:
Abandonment of contract.
Diversion of funds or property.
Fraud.
False statement or legal issues.
No trade or professional license.

In Ohio, commercial contractors and residential contractors have two separate regulating bodies. Oregon requires that all individuals who file a complaint, mail a pre-claim notice to the contractor. Once the notice has been mailed out, wait 30 days before filing a complaint. The Oregon Construction Contractors Board accepts complaints for the following:
